The terms utilized in this chapter shall have the following meanings ascribed to them, unless the context requires otherwise:
"Consecutive"
means immediately following, without a break in service.
"Remaining term"
means a term of office which has been vacated and consists of two or more years.
"Term" or "term of office"
means the four-year period of time for which a council member is elected or appointed as provided by law, as the same may be extended or shortened upon a change of election date(s) as provided by law.
"Unexpired term"
means a term of office which has been vacated and consists of less than two years.

No person shall serve more than three consecutive terms of office as a city council member; provided, however, that such person shall be eligible to hold such office after a break in service of one full calendar year. For purposes of this section, a remaining term shall be counted as a term of office but an unexpired term shall not be so counted.

The term limits established herein shall be applicable only to those persons taking office on or after January 1, 1997.
