The time, dates and place of regular meetings of the city council shall be established and may be modified by resolution of the city council. Further, the order of business to be conducted at any such regular meeting of the city council shall be established and may be modified by resolution of the city council.

As to all procedural matters not otherwise provided for in or controlled by state law applicable to charter cities or by any ordinance, resolution, rule or regulation of the city, the city council shall be governed by the most current revised edition of Rosenberg's Rules of Order. However, no ordinance, resolution or other action of the city council shall be invalidated or the legality thereof otherwise affected by the failure or omission of the city council to observe or follow such rules. A current copy of said rules shall be maintained in the office of the city clerk.
