There is created and established in the city a navigation center oversight commission, with membership, powers and duties as provided in this chapter.

The navigation center oversight commission shall consist of nine members, with all members being appointed by the member of the city council in whose district the navigation center is located in, as follows:
A. 
One member shall be a representative from the Buena Park collaborative;
B. 
One member shall be a representative from the Buena Park School District;
C. 
One member shall be a social worker located in Orange County or an Orange County health care worker;
D. 
One member shall be a representative of a health care provider;
E. 
One member shall be a resident of the city;
F. 
Two members shall be representatives from businesses that are located in the surrounding area of the navigation center; and
G. 
Two members shall be residents of the city that live in the any of the following areas (and therefore in close proximity to the navigation center): the "Poet Tract," south of the navigation center, between Valley View Avenue and Knott Avenue; the residential area located within 8th Street to Melrose Avenue, between Knott Avenue and Western Avenue; and the "Bird Tract," south of Orangethorpe Avenue, between Holder Street and Valley View Street. All members must submit to and pass a LiveScan fingerprint check as a condition precedent to being appointed and serving on the commission.

A. 
Members of the navigation center oversight commission shall be appointed for terms of four years, with the term commencing on the date of appointment and ending on the same date on which the term of office for the member of the city council that made the appointment ends.
B. 
Notwithstanding subsection A of this section, the term of the initial appointed members to the navigation center oversight commission shall commence on September 1 of 2023, and shall end on the same date on which the term of office for the member of the city council that made the appointment ends.
C. 
No person shall be appointed by any individual member of the city council to serve more than three consecutive terms of office as a member of the navigation center oversight commission; provided, however, that such person shall be eligible to be appointed and hold such office by a different member of the city council, or after a break in service of one full calendar year. For purposes of this subsection, the term a remaining term shall be counted as a term of office but an unexpired term shall not be so counted. The term limits established by this subsection shall be applicable only to terms of office commencing on or after July 30, 2023.

A navigation center oversight commissioner is appointed by, shall serve at the pleasure of, and may be removed at any time at the discretion of the member of the city council that made the appointment.

The purposes and responsibilities of the navigation center oversight commission shall be as follows:
A. 
To monitor, review and recommend nationally-recognized and regional best practices for the operation of the navigation center to the city council, resulting in the reduction and/or elimination of negative impacts to the residents, businesses, and school in the surrounding area of the navigation center.
B. 
To promote and incorporate the city's core values of commitment, respect, integrity, communication, teamwork, excellence and equity in the advice and recommendations of the commission.
C. 
To perform such other responsibilities as directed by city council and that fall within the guidelines for the navigation center oversight commission established by the director of community services.

The director of community services, or his or her designee, shall serve as secretary to the navigation center oversight commission and shall be the custodian of records and keep a permanent record of all minutes of the commission, conduct official correspondence, and coordinate the clerical and technical work in administering this chapter. A copy of the minutes of commission meetings shall be filed with the city clerk.

The chairperson and vice-chairperson shall be selected in January of each calendar year pursuant to the manner and process established by written policy of the city council. The chairperson shall preside over each meeting of the navigation center oversight commission, and the vice-chairperson shall preside over such meetings in the absence of the chairperson.

All meetings of the navigation center oversight commission shall be conducted in accordance with the Ralph M. Brown Act (Government Code Section 54950 et seq.). Regular meetings of the navigation center oversight commission shall be held monthly on the noticed date and at the time determined by the secretary or his or her designee. Special meetings may be called by the chairperson as necessary.

Members of the navigation center oversight commission shall receive a stipend of twenty-five dollars per attendance at any regular meeting of the commission.
