The director of finance shall be appointed by the city council, and shall serve at the pleasure of the city council, at a compensation to be fixed by the city council from time to time by resolution.

The powers and duties of such office shall include the following:
A. 
Maintain records readily reflecting the financial condition of the city;
B. 
Prepare and submit to the city council periodic statements, at such, times as the city council may direct, but in no event less often than semiannually, indicating the financial condition of the city and a complete financial statement and report at the end of each fiscal year;
C. 
Maintain a general accounting system for the city government, supervising and controlling disbursements and expenditures, including payroll, through a system of budget control to assure that moneys are available and appropriated;
D. 
Cause a summary of the city's financial report required by Government Code Section 53891, in a form prescribed by the State Controller, to be published or posted in the manner prescribed by Government Code Section 40804 and within the time prescribed by Section 40805 of said Code;
E. 
Prepare and submit to the city council a proposed preliminary budget prior to the beginning of the next succeeding fiscal year;
F. 
Audit all demands and submit the same to the city council for approval or rejection, not less frequently than once a month, together with his or her affidavit certifying as to the accuracy of the demands and the availability of the funds for payment thereof. As to an order or demand not approved for want of funds, he or she shall have the duties prescribed for the city clerk in Government Code Sections 37204 and 37205;
G. 
Countersign all municipal warrants and checks;
H. 
Certify and approve payrolls or attendance records of municipal officers and employees other than those within departments whose department heads have the responsibility for certification or approval of departmental payrolls or attendance records for employees in their department;
I. 
Procure materials, supplies and general services for the city and prepare and maintain a current inventory of all materials and supplies and an inventory of general assets belonging to the city;
J. 
Provide general office services to other departments of the city as may be determined appropriate;
K. 
Estimate, plan and program the city's financial activities, and advise the city council and other city officers;
L. 
Perform such other duties as the city council may from time to time direct.

Before entering upon the duties of his or her office, the director of finance shall execute a bond to the city, the penal sum of which shall be in a reasonable amount recommended by the city attorney and fixed by the city council, from time to time, by resolution.
