In all cases, after the approval or conditional approval of a tentative map and prior to its expiration, the subdivider shall prepare a final parcel or final tract map, whichever the case may be, in conformance with the approved tentative map.

Multiple final maps relating to an approved or conditionally approved tentative map may be filed prior to the expiration of the tentative map if:
A. 
The subdivider, at the time the tentative map is filed, informs the planning commission of the subdivider's intention to file multiple final maps on such tentative map; or
B. 
After filing of the tentative map, the planning commission and the subdivider concur in the filing of multiple maps and subject to any conditions imposed.

A final map shall be filed with the city council. The date of filing shall be the day the city clerk receives the map.

A. 
If, at the time of approval of the final map by the legislative body, any public improvements required by the city have not been completed and accepted in accordance with standards established by the city, the legislative body, as a condition precedent to the approval of the final map, shall require the subdivider to enter into one of the following agreements specified by the city:
1. 
An agreement with the city upon mutually agreeable terms to thereafter complete such improvements at the subdivider's expense;
2. 
An agreement with the city to thereafter:
a. 
Initiate and consummate proceedings under an appropriate special assessment act, or
b. 
If not completed under such act, to complete such improvements at the subdivider's expense.
B. 
The city shall require the performance of such agreement be guaranteed by security specified in Chapter 18.96 of this division.
