A. 
Prior to the approval of any development within any area of special flood hazards, the proposed development shall be reviewed and approved by the city engineer or his or her designee. Information to be supplied to the city engineer for preliminary review and approval shall include, but not be limited to, the following: plans in duplicate drawn to scale showing the nature, location, dimensions, and elevation of the area in question; existing or proposed structures, fill, storage of materials, drainage facilities; and the location of the foregoing.
B. 
More specifically, the following information is required:
1. 
Proposed elevation, in relation to mean sea level, of the lowest floor (including basement) of all structures in Zones AE, AH, and AO, elevation of highest adjacent grade and proposed elevation of lowest floor of all structures;
2. 
Proposed elevation in relation to mean sea level to which any structure will be flood-proofed;
3. 
All appropriate certifications listed in subsection D of Section 18.216.020 of this chapter; and
4. 
Description of the extent to which any watercourse will be altered or relocated as a result of proposed development.

The duties and responsibilities of the city engineer shall include, but not be limited to:
A. 
Permit Review.
1. 
Review all development permits to determine that the permit requirements of this division have been satisfied;
2. 
Ensure that all other required state and federal permits have been obtained;
3. 
Evaluate the site and determine if, as developed, it will be reasonably safe from flooding;
4. 
Verify that the proposed development does not adversely affect the carrying capacity of the floodway. For purposes of this division, "adversely affects" means that the cumulative effect of the proposed development, when combined with all other existing and anticipated development, will not increase the water surface elevation of the base flood more than one foot any point.
B. 
Use of Other Base Flood Data. When base flood elevation data has not been provided in accordance with Section 18.212.020, the city engineer shall obtain, review and reasonably utilize any base flood elevation and floodway data available from a federal, state or other source, in order to administer Chapter 18.220 of this division. Any such information shall be submitted to the city council for adoption.
C. 
Whenever a watercourse is to be altered or relocated:
1. 
Notify adjacent communities and the California Department of Water Resources prior to such alteration or relocation of a watercourse, and submit evidence of such notification to the Federal Insurance Administration;
2. 
Require that the flood-carrying capacity of the altered or relocated portion of said watercourse be maintained.
D. 
Obtain and maintain for public inspection and make available as needed:
1. 
The certification required in subsection(C)(1) of Section 18.220.010, floor elevations;
2. 
The certification required by subsection(C)(2) of Section 18.220.010, elevations in areas of shallow flooding;
3. 
The certification required in subsection(C)(3)(c) of Section 18.220.010, elevation or flood-proofing of nonresidential structures;
4. 
The certification required in subsections(C)(4)(a) or (C)(4)(b) of Section 18.220.010, wet flood-proofing standard;
5. 
The certified elevation required in subsection B of Section 18.220.030, subdivision standards;
6. 
The certification required in subsection A of Section 18.220.050, floodway encroachments.
E. 
Make interpretations where needed, as to the exact location of the boundaries of the areas of special flood hazards. The person contesting the location of the boundary shall be given a reasonable opportunity to appeal the interpretation as provided in Chapter 18.224.
F. 
Take action to remedy violations of this division as specified in Section 18.212.030 of this division.
