A. 
There shall be at least one competent attendant on duty during hours of operation whose sole duty, during the dispensing of gasoline, is to oversee and operate controls, handle spills and instruct persons in the proper use of equipment. "Competent" as used in this subsection means a person eighteen years of age or older, and who holds a valid state driver's license.
B. 
The facility shall be so designed that the attendant has full, unrestricted view of all pumps and dispensing operations.
C. 
A control center shall be provided where all remote pump controls are operated by the attendant and fuel purchases made.
D. 
The pump controls shall be designed so that attendant can turn off any individual pump, or all pumps simultaneously, with a single switch.
E. 
Only approved automatic nozzles without latch-open devices shall be used.
F. 
There shall be an intercommunications system installed between the pumps and control center, so individuals can be instructed in the proper use of equipment or notified of incorrect actions.
G. 
The service station shall also provide air and water in view on the premises.
H. 
No containers other than vehicle fuel tanks or approved containers shall be filled.
I. 
Coin, token, bill, card, key or other similar types of self-service stations are specifically prohibited.
J. 
The dispensing or filling of portable liquid petroleum gases, tanks or containers is prohibited.
K. 
The number and type of portable fire extinguishers to be installed shall be determined by the inspection authority, but not less than one extinguisher per island.

All other activities, such as lubrication, tire changing, motor tune-up and similar activities shall be conducted within the building, except that of a minor or emergency nature.

A. 
The minimum lot frontage along a public street shall be one hundred twenty-five feet.
B. 
The minimum lot depth shall be one hundred feet.

The minimum width of any curb cut shall be twenty-five feet.
B. 
The maximum width of any curb cut shall be thirty-five feet.
C. 
The total aggregate amount of curb cuts shall not exceed forty percent of the lot frontage.

There shall be a minimum planter with a net width of five feet along all street frontages except at driveway openings. All planting areas shall be protected with six-inch-wide concrete curb.

A. 
The outside service lane or the lane closest to the street line shall have a minimum width of fifteen feet as measured from the face of the planter to the face of the pump island.
B. 
Service lanes between two pump islands shall have the minimum width of twenty feet as measured from the inside face of the first pump to face of the second pump island.
C. 
The service lane between the pump island and building shall have a minimum width of fifteen feet as measured from the face of the pump island to the face of the building sidewalk.

Self-service fuel stations may be operated in the absence of an attendant between the hours of six p.m. and eight a.m. subject to the granting of a conditional use permit by the planning commission. Use permits for this purpose may be granted if the planning commission can make the following findings:
A. 
That the purpose and intent of the application is to provide a twenty-four-hour refueling service to be used primarily for farm implements;
B. 
That the applicant has devised an adequate plan for cardholder or keylock service;
C. 
That the applicant has devised an adequate plan for instructing customers in the safe use of refueling equipment.

It shall be the responsibility of the property owner to remove from the premises any fuel tanks not used for retail sales to the general public for a continuous period of six months. If the owner(s) fails to remove a tank discontinued from use, the city may cause the tank to be filled with sand, and may charge the property owner for any expenses incurred by the city.

Installation and removal of fuel tanks shall be subject to inspection by the Stanislaus Consolidated Fire Protection District. Inspection fees shall be as established by resolution of the city council from time to time. Inspection fees collected by the city shall be surrendered to the fire district.
