It is unlawful for any person to loiter, stand, or sit in or upon any public highway, alley, sidewalk or cross walk so as to hinder or obstruct the free passage therein or thereon of persons or vehicles passing or attempting to pass along the same.

No person shall sell, offer to sell, or engage in the business of selling or offering for sale, or distribute or offer to distribute without charge any goods, wares, merchandise, including foods, food products and flowers, within the limits of any major, primary or secondary highway right-of-way in the city.
