"Public place" is defined for the purposes of this chapter to mean and include public streets, alleys, sidewalks, parkways, parks, playgrounds, parking lots open to the public, school grounds, and public recreation areas within the city. "Public place" shall also include open areas and common areas of apartments, condominiums and other multifamily dwelling property including landscaped common areas, recreation areas, private streets, common pool areas, hallways, open garage ports, alleys, and other areas not enclosed by a private fence.

Excluded from the definition of "public place" for the purposes of this chapter are the front yard areas of any single-family residence, whether the same is enclosed or not.

Any person violating any provisions of this chapter shall be guilty of a misdemeanor and shall be punishable as provided in Chapter 1.16 of this code.
