"Bicycle,"
for the purposes of this chapter, means any device upon which a person may ride, which is propelled by human power through a system of belts, chains or gears and which has wheels at least twenty inches in diameter and a frame size of at least fourteen inches.

It is unlawful for any resident of the city to operate any bicycle on any street, road, highway or other public property within the jurisdiction of the city unless such bicycle is licensed in accordance with this chapter.

The police department shall issue bicycle license indicia provided by the Department of Motor Vehicles of the state to the owners of any bicycle which is first sold as a new bicycle in California on or after September 20, 1974. In addition, the police department shall issue, upon application, bicycle license indicia to the owners of all other bicycles whether new or used. The license, when issued, shall entitle the licensee to operate the bicycle, for which the license has been issued, upon all streets, alleys and public highways, exclusive of any sidewalk area, as defined by the Vehicle Code.

A. 
The city shall provide adhesive license indicia in the shape and form as provided by the Department of Motor Vehicles.
B. 
It shall be the duty of the bicycle owner to attach the license indicia to the frame of the bicycle.
C. 
The police department shall issue a registration card to each licensee corresponding to each license indicia upon the payment of the license fee provided for in this chapter.
D. 
The police department shall also keep records showing the date of issuance of each license, the name and address of each licensee, the license number, the serial number of the bicycle, if any, and the make, type and model of the bicycle. Such records shall be maintained during the period of validity of the license or until notification that the bicycle no longer is to be operated.

All licenses issued pursuant to this title shall be renewed by the licensee at such periods and intervals as the Director of the Department of Motor Vehicles of the state may direct.

A. 
The license fee for each license issued under this chapter shall be two dollars and shall be paid in advance when the license is issued.
B. 
Pursuant to Section 10.48.100, the license may be transferred when the ownership is transferred and a fee of one dollar shall be paid for the registration of the transfer by the transferee.
C. 
The renewal fee for each license issued pursuant to this title shall be two dollars.
D. 
However, the total fees charged for any one license shall not exceed the sum of two dollars per year.

All fees collected pursuant to this chapter shall be deposited in a special fund and shall be used for the support of the administration of this chapter, to improve bicycle safety programs, and to establish bicycle facilities, including bicycle paths and lanes, within the city.

It is unlawful for any person to willfully or maliciously remove, destroy, mutilate or alter the serial number of any bicycle licensed pursuant to this chapter. It is also unlawful for any person to remove, destroy, mutilate or alter any license indicia, seal or registration card during the time in which such license indicia, seal or registration card is operative; however, nothing in this chapter shall prohibit the police department from stamping numbers on the frame, rear drop-out, toe plate or bottom sprocket bracket of bicycles on which no serial number can be found, or on which the number is illegible or insufficient for identification purposes.

A. 
All persons engaged in the business of buying secondhand bicycles in the city are required to make a monthly report to the police department, giving the name and address of the person from whom each bicycle is purchased, the description of each bicycle purchased, the serial number thereof, and the number of the license indicia found thereon, if any.
B. 
All persons engaged in the business of selling new or secondhand bicycles in the city are required to make a monthly report to the police department, giving a list of all sales made by such dealers, which list shall include the name and address of each person to whom sold, the kind of bicycle sold, together with a description and serial number thereof, and the number of the license indicia attached thereto, if any.

A. 
It shall be the duty of every person who sells or transfers ownership of any bicycle to report such sale or transfer by returning to the police department the registration card issued to such person or licensee thereof, together with the name and address of the person to whom the bicycle was sold or transferred, and such report shall be made within ten days of the date of the sale or transfer.
B. 
It shall be the duty of the purchaser or transferee of the bicycle to apply for transfer of registration therefor, within ten days of the date of sale or transfer.
C. 
Whenever the owner of a bicycle licensed pursuant to this chapter changes his or her address, he or she shall within ten days notify the police department of the old and new address.

It is unlawful for any person to park or leave unattended any bicycle on any of the sidewalks of the city, except in racks or parking areas specifically designated for the parking of bicycles.

A. 
Every person, firm or corporation violating any of the provisions of this chapter is guilty of an infraction and shall be punished by a fine not exceeding five dollars.
B. 
In addition to the fine set forth above, the police department or any of the members thereof may impound any unlicensed bicycle operated in violation of any of the provisions of this chapter and retain possession of it until the license provided for in this chapter is obtained by the owner of the bicycle.
