No building or structure shall be moved from one lot or premises to another, or within a single lot or premises, unless and until the person desiring to move such building or structure has obtained a permit from the building department of the city pursuant to the provisions of this chapter.

An application for a permit under this chapter shall be made on a form prescribed for such purpose by the city. The following information shall be filed with the planning commission at the time the application is made:
A. 
The location and address of the existing structure;
B. 
The location and address of the proposed new site;
C. 
The plot plan of the new site, showing the proposed location of the building to be located, as well as an indication of all existing structures and improvements on the lot and on the adjacent lots on all sides;
D. 
Plans and specifications for the proposed improvements of the building, including landscape treatment;
E. 
Photographs of all elevations of the structure to be moved and photographs of buildings on property adjacent to the proposed site.

An application for a permit for moving a building pursuant to this chapter shall be accompanied by a filing fee, no part of which is refundable, computed as follows:
A. 
For any garage, when not being moved as a building accessory to, and together with, another building, the sum of thirty-five dollars;
B. 
For any building other than a garage not exceeding twenty-four feet in length and not exceeding twenty feet in width, when not being moved as a building accessory to, and together with, another building, the sum of thirty-five dollars;
C. 
For any other building, or group of buildings consisting of one primary building and a garage and/or other accessory structures not exceeding twenty-four feet in length and not exceeding twenty feet in width, the sum of one hundred dollars.

Prior to the issuance of a permit, the application shall be referred to the planning commission of the city and by them forwarded to the city council with their recommendations for approval or disapproval of the permit and the council shall thereupon determine whether a permit shall or shall not be issued and the conditions that shall be attached to the issuance of the permit.

Before the planning commission may recommend approval of an application for a permit for the moving of a building or structure, or the council can authorize the issuance of a permit, the planning commission shall make the following determinations:
A. 
That the building or structure will not become or continue to be a substandard building;
B. 
That the building or structure will be located upon a foundation which complies with the standards for foundations applicable to new construction;
C. 
That the building or structure complies with the requirements set forth in California Health and Safety Code Section 17958.9;
D. 
That the proposed location will comply with lot area, required yards, setbacks and all other provisions of the zoning ordinance;
E. 
That all dedication and improvements required for streets and alleys including sidewalks, curbs and gutters, necessary for access to the property upon which the structure is to be located, are provided in conformity with the standards of the city.

A. 
Before a permit for the relocation of any building is issued pursuant to this chapter, a building permit shall be applied for and approved, and a cash deposit or bond shall be posted with the city in an amount estimated by the city building inspector or his or her agent to cover the cost of the required improvements to bring the building up to the standards of the city and shall be conditioned, among other things, upon and guaranteeing completion of the required improvements on or before the one hundred eight-ieth day from the date of issuance of the relocation permit.
B. 
If the site vacated by removal of a building pursuant to this chapter is within the city, an additional cash deposit shall be posted with the city to cover the cost involved in cleaning up the vacated site and restoring it to a safe and sightly condition.

The building inspector or his or her agent shall, in any permit issued pursuant to this chapter, specify the hours during which the structure may be moved over city streets. No such moving shall be permitted during any hours except those specified in the permit.

Prior to occupancy, any building or structure moved pursuant to this article shall be brought up to the standards of the building standards of the city for a new building, and shall be painted, refurnished and maintained at that standard.
