Whenever the city traffic engineer finds that any item obstructs
the view of any intersection, or the view of any traffic upon the
streets approaching such intersection, he is authorized to remove
or reduce in height said obstruction within a reasonable time, after
directed by the city traffic engineer to remove said obstruction.
If the owner or any person having control of the property whereon
said obstruction is located does not remove said obstruction within
a reasonable time, after directed by the city traffic engineer to
remove said obstruction, such person shall be guilty of a misdemeanor.
The city traffic engineer may then proceed to abate and/or remove
the obstruction in order to protect the health, safety and welfare
of the community. The owner and/or person having control of the property
shall be liable for any cost incurred by the city in abating and/or
removing said obstruction.

When authorized "yield" signs are in place, all drivers shall
yield to through traffic. The following intersections are designated
as yield intersections:
(1) BROOKHURST STREET (PRIVATE) and QUAIL AVENUE: Brookhurst Street (private)
shall yield to Quail Avenue.
