(A)
Members of the City Council shall be elected by-district as provided in this chapter. Seven City Council Districts shall be established as follows, and shall continue in effect until such City Council Districts are amended or repealed in accordance with law:

City Council District 1 shall be comprised of all that portion of the City bound by the intersection of the City's southern border and Burgess Dr; thence proceeding northerly and easterly along Burgess Dr to Rain Dance Way; thence proceeding northerly along Rain Dance Way to Lone Star Ct; thence proceeding westerly along Lone Star Ct to Red River Way; thence proceeding northerly along Red River Way to Tuxhorn Dr; thence proceeding westerly along Tuxhorn Dr to Silver Spur Dr; thence proceeding northerly along Silver Spur Dr to Hearn Ave; thence proceeding westerly along Hearn Ave to Stony Point Rd; thence proceeding northerly along Stony Point Rd to Highway 12; thence proceeding easterly along Highway 12 to South E St; thence proceeding southwesterly along South E St to Hendley St; thence proceeding southerly along Hendley St to Aston Ave; thence proceeding southeasterly along Aston Ave approximately 240 yards to the intersection of Aston Ave and the county island; thence proceeding southwesterly along the northern border of the county island border and its extension to Colgan Ave; thence proceeding southwesterly along Colgan Ave to Petaluma Hill Rd; thence proceeding southerly along Petaluma Hill Rd to the City's southeastern border; thence proceeding clockwise along the City border to the point of beginning, as depicted in Figure 1-1 – City Council District 1.

City Council District 2 shall be comprised of all that portion of the City bound by the intersection of the City's eastern border and Spring Creek; thence proceeding westerly along Spring Creek to the parcel borders on the north and east sides of the houses facing Cottsberry Ct and the southbound portion of Parktrail Dr; thence proceeding westerly along the east-west portion of Parktrail Dr to Summerfield Rd; thence proceeding northerly along Summerfield Rd to Montgomery Dr; thence proceeding northeasterly along Montgomery Dr to Mission Blvd; thence proceeding northerly along Mission Blvd to Santa Rosa Creek; thence proceeding southwesterly along Santa Rosa Creek to Brookwood Ave; thence proceeding southeasterly along Brookwood Ave to Highway 12; thence proceeding westerly along Highway 12 to South E Street; thence proceeding southwesterly along South E Street to Hendley St, thence proceeding southerly on Hendley Street to Aston Ave; thence proceeding southeasterly along Aston Ave approximately 240 yards to the intersection of Aston Ave and the county island; thence proceeding southwesterly along the northern border of the county island border and its extension to Colgan Ave; thence proceeding southwesterly along Colgan Ave to Petaluma Hill Rd; thence proceeding southerly along Petaluma Hill Rd to the City's southeastern border; thence proceeding counterclockwise along the City border to the point of beginning, as depicted in Figure 1-2 – City Council District 2.

City Council District 4 shall be comprised of all that portion of the City bound by the intersection of the City's northern border and Interstate 101; thence proceeding southerly along I-101 to College Ave; thence proceeding easterly along College Ave to Mendocino Ave; thence proceeding southeasterly along Mendocino Ave to 4th St; thence proceeding northeasterly along 4th St to E St; thence continuing southeasterly along E St to Santa Rosa Creek; thence continuing northeasterly along Santa Rosa Creek to Mission Blvd; thence proceeding northerly along Mission Blvd to Austin Creek; thence proceeding southwesterly along Austin Creek to Brush Creek; thence proceeding northeasterly along Brush Creek to the City's northern border; thence proceeding counter-clockwise along the City border to the point of beginning, as depicted in Figure 1-4 – City Council District 4.

City Council District 5 shall be comprised of all that portion of the City bound by the intersection of Highway 12 and Stony Point Rd; thence proceeding northerly along Stony Point Rd and Marlow Rd to the intersection of Marlow Rd and W Steele Ln; thence proceeding easterly along W Steele Ln and Steele Ln to Interstate 101; thence proceeding southerly along I-101 to College Avenue; thence proceeding easterly along College Ave to Mendocino Ave; thence proceeding southeasterly along Mendocino Ave to 4th St; thence proceeding northeasterly along 4th St to E St; thence proceeding southeasterly along E St to Santa Rosa Creek; thence proceeding northeasterly along Santa Rosa Creek to Brookwood Ave; thence proceeding southeasterly along Brookwood Ave to Highway 12; thence proceeding westerly along Highway 12 to the point of beginning, as depicted in Figure 1-5 – City Council District 5.

City Council District 6 shall be comprised of all that portion of the City bound by the intersection of the City's western border and Guerneville Rd; thence proceeding easterly along Guerneville Rd to Marlow Rd; thence proceeding northerly along Marlow Rd to W Steele Ln; thence proceeding easterly along W Steele Ln and Steele Ln to Interstate 101; thence proceeding northerly along I-101 to the City's northern border; thence proceeding counter-clockwise along the City border to the point of beginning, as depicted in Figure 1-6 – City Council District 6.

City Council District 7 shall be comprised of all that portion of the City bound by the intersection of the City's southern border and Burgess Dr; thence proceeding northerly and easterly along Burgess Dr to Rain Dance Way; thence proceeding northerly along Rain Dance Way to Lone Star Ct; thence proceeding westerly along Lone Star Ct to Red River Way; thence proceeding northerly along Red River Way to Tuxhorn Dr; thence proceeding westerly along Tuxhorn Dr to Silver Spur Dr; thence proceeding northerly along Silver Spur Dr to Hearn Ave; thence proceeding westerly along Hearn Ave to Stony Point Rd; thence proceeding northerly along Stony Point Rd and Marlow Rd to Guerneville Rd; thence proceeding westerly along Guerneville Rd to the City's western border; thence proceeding counter-clockwise to the point of beginning, as depicted in Figure 1-7 – City Council District 7.
(B)
One Council member shall be elected from each City Council District, as established in subsection A. Election shall be by the registered voters of that District alone. The candidate who receives the most votes within the District shall earn a four-year term on the Council.
(C)
A candidate for City Council must live in, and be a registered voter in, the City Council District in which he or she seeks election at the time nomination papers are issued, pursuant to Elections Code 10227. A Council member elected to represent a City Council District must continue to reside in that District and be a registered voter in that District. Should a Council member terminate his or her residency within his or her District and fail to re-establish such residency within 30 days thereafter, or such other time as the Council, by five affirmative votes, finds reasonable and appropriate under the circumstances, he or she shall be deemed to have surrendered his or her seat on the Council, thereby creating an immediate vacancy for that City Council District.
(D)
Notwithstanding any other provision of this section, and consistent with the requirements of Section 4 of the City Charter, the members of the City Council in office at the time the ordinance codified in this chapter takes effect shall continue in office until the expiration of the full term to which he or she was elected and until his or her successor is qualified. Such Council members shall continue to represent the entirety of the City as an at-large member of the City Council. In the event that such Council member vacates his or her seat before expiration of his or her term, a person who is appointed or elected by special election to fill such vacancy may reside anywhere within the boundaries of the City.
