The Planning Commission of the City is established. The Planning
Commission shall have such powers and perform such duties as have
been or may be assigned or delegated to it by the City Council.

The Planning Commission shall consist of seven members. None
of the members of the Planning Commission shall be an officer or an
employee of the City. A member of the Planning Commission shall serve
at the pleasure of the City Council and may be removed by the affirmative
vote of four members of the City Council.
Members of the Planning Commission shall be appointed by the
City Council for a term of four years.

The Planning Commission may adopt rules and regulations for
the purpose of implementing ordinances, City Council policies relating
to planning matters and Title 20 of this code and for the purpose
of conducting the business and exercising the powers of the Planning
Commission.

There is established a Planning Agency for the City which shall
be composed of the City Council, the Planning Commission, and the
planning division of the City's Department of Community Development,
and each shall have such Planning Agency functions as the City Council
has and may from time to time assign or delegate to it.
