The City planning and advance expenditure revolving fund is created.

Transfers shall be made to the fund created by Section 3-36.010 from available funds of the City from time to time as funds are needed therein.

The moneys in the revolving fund created by Section 3-36.010 shall be expended for the cost incurred for the purposes of advancing money for the planning, estimating, developing engineering plans and specifications, acquisition, construction and improvement of public improvements and the costs incidental thereto, from time to time as such funds are needed therefor.

All funds expended from the revolving fund created by Section 3-36.010 shall be reimbursed in full from the proceeds of sale of improvement bonds when issued and sold.

The money so repaid to the revolving fund pursuant to Section 3-36.040 shall be retransferred to the fund or funds from which they were originally paid and transferred.
