No person owning or otherwise having a cat in his care, charge, control, custody or possession shall cause, permit or allow such cat to be in or upon any public park or playground. The Poundmaster may seize and impound every cat found in violation of this section and such impoundment shall be pursuant to Chapter 7-16.

The owner of any impounded cat shall pay any penalties or fees imposed by Sections 7-16.090 and 7-16.100. If the cat has not been spayed or neutered, the owner shall either have the cat spayed or neutered at the pound and pay the surgery fee established by Section 7-16.150, or after paying a deposit equal to the surgery fee, shall take the cat to a licensed veterinarian of the owner's choice to be spayed or neutered. Upon documentation that the cat was spayed or neutered by a veterinarian within two weeks after the cat is released, the deposit shall be refunded. Spaying or neutering is not required if the cat cannot be spayed or neutered due to a medical condition or because it is incapable of breeding.

Application for registration of a cat shall be made in writing to the Poundmaster by the owner of the cat to be registered. Such application shall be on a form approved by the Poundmaster and shall be accompanied by a registration fee set by resolution of the City Council.

Upon receipt of an application and fees as set out at Section 7-20.040 for registration of a cat, the Poundmaster shall register the cat in the records of the Poundmaster and issue a cat registration certificate and a serially numbered identification tag or device as the Poundmaster may require.

Every registration certificate and identification tag or device issued pursuant to this chapter shall be valid for the life of the cat registered thereby.

If any cat registered pursuant to this article is sold or transferred within the City, the new owner may apply to the Poundmaster for a transfer of the registration certificate for such cat within 30 days after the change in ownership. If any cat registered pursuant to this article dies or is permanently removed from the City, the owner of such cat shall notify the Poundmaster in writing within 30 days.

If the identification tag or device for any cat registered pursuant to this article is lost or destroyed, a replacement tag or device for such cat shall be procured from the Poundmaster upon receipt of an application and payment of a replacement fee set by resolution of the City Council.

Fees for cat registration shall be set by resolution of the City Council. This registration fee shall be reduced by 50 percent for spayed or neutered cats. Owners over 62 years of age who furnish legal identification shall be entitled to a 50 percent reduction of this registration fee.
