The commission shall function in an advisory role to the city council, and to the city manager and directors of the community services and promotions department and general operations department as appropriate. To fulfill this role, the commission shall have, among others which hereafter may be delegated by the city council, the following powers and duties:
(1) To make recommendations to the city council on matters relating to the creation or amendment of goals, policies, objectives and work plans in connection with existing or proposed recreational programs and facilities;
(2) To make recommendations to the city council regarding park facilities and equipment and the golf course;
(3) To advise the city council on matters relating to trails and open space;
(4) To advise as to programs for the use of available municipal resources to satisfy unmet human services needs and the coordination of such programs with activities of other agencies providing human services;
(5) To assist from time to time in the review of the park and recreation elements of the city's general plan and to monitor the success of the plan's implementation;
(6) To make recommendations regarding the sanctioning of special events;
(7) To receive early information about recreational programs and special events and to be involved whenever desired in order to be able to make recommendations;
(8) To advise the city manager and the directors of the community services and promotions department and general operations department on policy matters affecting these departments associated with these powers and duties.
