All welfare and relief work shall be handled by the Board of Supervisors in conjunction with a welfare director and such other employees, or officers, as shall be necessary to effectively handle the same.

A welfare director may be employed by the Board of Supervisors. Said welfare director shall hire such employees as are necessary, being bound by resolution of said Board of Supervisors as to number and amount of compensation of such assistant employees.
