The discharge of wastes within the boundaries of the Snelling
community services district from leaching or percolation systems installed
after July 1, 1973, is prohibited. An exemption to this prohibition
may be granted by the Merced County health department after presentation
by the proposed discharger of geologic and hydrologic evidence that
leaching system disposal will not, individually or collectively, result
in a pollution or nuisance.

The discharge of waste within the Snelling community services
district from leaching or percolation systems is prohibited after
July 1, 1976. An exemption to this prohibition may be granted whenever
the California Regional Water Quality Control Board finds that the
continued operation of septic tanks, cesspools, or other means of
disposal in a particular area will not, individually or collectively,
directly or indirectly, affect water quality.

Any person, firm or corporation violating any provisions of this chapter shall be subject to the penalties set forth in Chapter
1.28.
