The government, management and control of the county hospital
and the furnishing of supplies for the inmates thereof shall be assumed
and directed by the Board of Supervisors of the County.

The board shall, by order entered into the minutes of their
proceedings, appoint a steward, who shall superintend, under instructions
of the board, the county hospital and its affairs, whose term of office
shall be in the discretion and at the pleasure of the Board, at such
salary as may be agreed upon by the parties.
