There is established in the county of Merced an area agency
on aging programs. The Merced board of supervisors will act as the
area agency executive board.

The purpose of this agency is to plan, coordinate, administer,
monitor and sub-contract services and resources relative to the aged
programs in Merced County; to further assist in improving the lives
of older persons; and to stimulate the commitment of additional funds
by public and private agencies to support programs needed by older
persons.

The area agency on aging will consist of an area agency staff
and an area agency advisory council. There shall also be advisory
council sub-committees. The new area agency advisory council and sub-committees
will be formed in accordance with federal and state guidelines.

The area agency director shall be appointed by the Merced County
board of supervisors with the advice of the county administrative
officer. The primary responsibility of the director is the overall
administration of the area agency on aging plus public relations and
interest advocacy. It is further defined that the area agency on aging
will have direct access to the board of supervisors (AAA executive
board) in matters pertaining to aging programs and resources. The
area agency on aging shall further provide staff services to the area
agency advisory council and its sub-committees.

The area agency on aging advisory council shall perform the
following acts and duties:
A. Study,
review, evaluate and make recommendations to the area agency director
and board of supervisors relative to any and all matters affecting
the aged in the county of Merced, including, but not limited to, health,
nutrition, education, employment, housing, transportation and recreation.
B. Make
recommendations on all applications for grants for tax-supported senior
citizen programs in the county of Merced.
C. Identify
various services made available to the aged in the county of Merced,
by both governmental and nongovernmental agencies as far as feasible.
D. Cause
the inventory to be made of the nature and extent of unmet needs of
the aged in the county of Merced.
E. Make
studies and submit reports and recommendations to the area agency
director and board of supervisors as to the matters affecting the
aged.

The area agency director shall make a written report of any of the recommendations provided for in Section
2.64.050 above, to the board of supervisors when the board of supervisors, area agency director, or the advisory council deems it appropriate.

The area agency advisory council shall meet at least once monthly
during each calendar year, and unless otherwise notified of additional
or canceled meetings.
