The purpose of this chapter is to establish the type and amount of reimbursement that may be paid to citizen members of appointed boards and commissions to insure that citizen members appointed by the Board of Supervisors are compensated for expenses incurred while acting in such capacity. All reference to members in this chapter means only citizen members.

Only members of boards and commissions listed in this chapter shall be entitled to reimbursement for expenses incurred and only as described in the following Sections.

Members of the following boards and commissions shall be entitled to mileage for traveling to and from regular and special meetings, provided such mileage shall be paid for travel only within the boundaries of Merced County:
Accident board of review
Affirmative action advisory committee
Airport land use commission
Appeals board
Commission on aging
Commission on the status of women
Child health disability prevention advisory board
Emergency medical care committee
Emergency medical care committee regional
Family planning advisory committee
Housing advisory and appeals board
Library advisory commission
Local agency formation commission
Manpower planning council
Mental health advisory board
Merced county employees retirement board
Overall economic development commission
Parks and recreation commission
Planning Commission
Substance abuse advisory board
Technical advisory committee for agricultural land conservation.

Members of the following boards and commissions shall be entitled to the fee listed for attending regular and special meetings as follows:
Air Pollution Hearing Board
$25.00/meeting
Assessment Appeals Board
$100.00 per hearing
$50.00 additional if over 4 hours
Planning Commission
$50.00/meeting

Members of any board or commission listed in this chapter may be reimbursed for representing the county at state, federal, or other meetings and conferences; provided such are specifically related to their appointed capacity and provided board approval is obtained in advance through proper budgetary travel request procedures.

Each member who is to be reimbursed for mileage and approved expenses in accordance with Section 2.92.030 or 2.92.050 shall be reimbursed at the same rate and in the same manner as regular county employees. Requests for reimbursement shall be made through the department head who has the responsibility for said board or commission. The members of those boards or commissions not associated with any county department shall request reimbursement through the county clerk.

Meals as part of a regular or special meeting shall not be provided to members of boards and commissions unless these costs have been specifically requested and budgeted in advance.
