Meetings of the fire department organization shall be held at such time as may be designated by the members of the department. Only active members of the fire department, including the fire chief and the assistant fire chief, shall be entitled to vote at said meeting. They may elect a president, vice president, secretary, and treasurer of the fire department organization and such other officers as may be deemed necessary, and adopt such by-laws and regulations which are not in violation of, or in conflict with, the provisions of this chapter or any other ordinance of the city, or any statute of the state, and they shall adopt regulations governing reserve members and honorary or retired members shall be entitled to attend meetings of the fire department organization but shall not be entitled to a vote.
