A. 
Except as permitted in this section and Section 13.08.080 of this code, it shall be unlawful for any owner of a dog to permit such dog, whether licensed or unlicensed, to be at large.
B. 
Nothing in this chapter shall prohibit a dog from being used without leash to herd, guard, gather, or otherwise work domestic animals or fowl in or upon a public or private place with the consent of the person in charge of the place so long as the dog is controlled by the dog's owner, and so long as the dog does not wrongfully harm or damage or threaten to harm or damage any person or public or private property.
