The city traffic engineer, when empowered to do so, may, and when required to do so by resolution and provided in this title, shall place and maintain such official traffic-control devices as are necessary to regulate, guide, or warn traffic. Placement, installation and maintenance of traffic-control devices by the city traffic engineer or city council shall be effected only on the basis of traffic engineering principles and traffic investigations and in accordance with such standards, limitations and rules as may be set forth in this title or as may be determined by ordinance or resolution of the council.
