A. 
The city traffic engineer shall establish, designate and maintain crosswalks at intersections by appropriate devices, marks or lines upon the surface of the roadway where the city traffic engineer determines that there is particular hazard to pedestrians crossing the roadway.
B. 
Crosswalks at locations other than intersections shall be established by resolution of the city council, and the city traffic engineer is authorized to mark and maintain crosswalks so designated.
C. 
The city traffic engineer may place signs or barricades at or adjacent to an intersection in respect to any crosswalk directing that pedestrians shall not cross in the crosswalk so indicated.

No pedestrian shall cross a roadway other than by a crosswalk in any business district.
