This chapter of the Lake Oswego Code may be cited as the Lake Oswego Uniform Traffic Code.

The Municipal Court, pursuant to ORS 221.339, shall have concurrent jurisdiction of all state traffic offenses committed within the City.
Violation of provisions of Oregon Revised Statutes, Chapters 153, and 801 through 826, inclusive, is an offense against the City.

For the purposes of this chapter, the definitions in ORS Chapters 153, and 801 through 826, inclusive, are adopted and the following words and phrases shall have the meanings respectively ascribed to them by this section:
ASSOCIATION
Any neighborhood association, community planning organization, or homeowners association within the Lake Oswego Urban Services Boundary.
BUS STOP
A space on the edge of a roadway designated for use by busses loading or unloading passengers.
CITY MANAGER
The person holding the position of City Manager or the Manager’s designee.
CITIZEN
Any registered voter within the Lake Oswego Urban Services Boundary.
CURB
The extreme edge of the roadway.
DRIVER OR OPERATOR
Any person who is in actual physical control of a vehicle upon the highways of the City.
GROSS WEIGHT
The weight of a vehicle or combination of the vehicle without load plus the weight of any load thereon.
HOLIDAY
New Year’s Day, Independence Day, Labor Day, Thanksgiving Day, Christmas Day and any other day proclaimed by the Council to be a holiday.
LOADING ZONE
That space adjacent to a roadway, designated by sign, for the exclusive use of vehicles during the loading or unloading of passengers or materials during specified hours of specified days.
NON-CORRECTABLE ACCIDENT
An accident of a type or caused by an event that would not have been prevented had a traffic management or control device been installed and would not be correctable by the installation of such device.
OFFICIAL TRAFFIC SIGNS AND SIGNALS
All signs, signals, markings and devices placed or erected by authority of a public body or official having jurisdiction for the purpose of guiding, directing warning or regulating traffic.
PEDESTRIAN ORIENTED FACILITIES
Facilities which encourage, are associated with, or generate walking or bicycling as opposed to use of an automobile.
PRIVATE ROAD
Every way or place in private ownership and used for vehicular travel by the owner and those having express or implied permission from him, but not used by other persons.
PROJECT STREET
The street or segment of a street, as determined by the City Manager, for which a traffic control or management device has been requested or proposed.
STREET
The entire width of the right-of-way of any public road, highway or other public way.
TRAFFIC CONTROL DEVICE
An apparatus for the regulation of traffic subject to the standards of the Oregon Manual on Uniform Traffic Control Devices (MUTCD), including stop signs, traffic signs, and other similar devices and markers.
TRAFFIC LANE
That portion of a roadway used for the movement of a single line of vehicles.
TRAFFIC MANAGEMENT DEVICE
An apparatus for regulation of the flow or speed of traffic not subject to the standards of the MUTCD, including speed humps, curb extensions, traffic circles, traffic diverters and street closures.
