As used in LOC Chapter 32, "regulation of traffic" includes:
1. 
The designation of the areas and the manner in which parking is allowed, limited or prohibited.
2. 
The designation of traffic and pedestrian controls at intersections and upon streets.
3. 
The designation of special street limits and restrictions of types of vehicles which use particular streets.
4. 
The designation of pedestrian crosswalks and safety zones.
5. 
The designation of controls and restrictions on the movement and turning of vehicles, including but not limited to:
a. 
designation of through streets,
b. 
designation of one-way streets
c. 
designation of truck routes,
d. 
restriction of the use of certain streets by any class or kind of vehicle to protect the streets from damage or excess traffic,
e. 
initiation of proceedings to change speed zones,
f. 
establishment or revision of speed limits in parks, and
g. 
temporary closure or block of a street.
6. 
Any other traffic regulatory decision delegated by state law to Road Authorities.

Subject to the conditions and restrictions contained in this Chapter, the City Council hereby delegates its authority to regulate traffic to the City Manager, subject to review by the Transportation Advisory Board (TAB) as set forth in LOC §§ 32.04.023 and 32.04.024. The Council retains full authority to review and reverse or modify the actions of these bodies pursuant to LOC § 32.04.025, and retains concurrent authority to initiate and adopt traffic regulations. The Council on its own motion may call up any decision of the TAB or the City Manager for review. The TAB or City Manager may refer any decision directly to the Council for consideration.

The City Manager or the Manager’s designee, shall:
1. 
Implement the ordinances and regulations of the City Council and the actions of the TAB as approved by the City Council.
2. 
Approve, install, maintain, remove or alter official traffic control signs, devices or markers. The installation of such signs, devices or markers shall be based upon the standards contained in the Oregon Manual on Uniform Traffic Control Devices for Streets and Highways (MUTCD).
3. 
Establish, remove or alter the following class of traffic controls:
a. 
Crosswalks, safety zones and traffic lanes.
b. 
Intersection channelization and areas where drivers of vehicles shall not make right, left or Uturns, and the time when such prohibition applies.
c. 
Parking areas and time limitations, including the form of permissible parking (i.e. parallel or diagonal).
4. 
Issue oversize or overweight vehicle permits.
5. 
Temporarily close or block streets.
6. 
Designate certain streets as bridle paths and prohibit horses and animals on other streets.
7. 
Establish bicycle lanes and pathways and traffic controls for such facilities.
8. 
Exercise any other regulatory or public safety authority delegated to the City Council as the City Road Authority pursuant to State Law.

The TAB shall:
1. 
Hear and decide appeals of decisions of the City Manager to approve the installation or removal of, or decision not to install or remove, a neighborhood traffic management device pursuant to the Neighborhood Traffic Management Program.
2. 
Hear and decide appeals of decisions of the City Manager to approve the installation or removal of, or decision not to install or remove, traffic control devices on neighborhood collectors or local streets pursuant to LOC § 32.04.023(2)(b). An appeal shall be filed within fifteen days of the installation or removal of, or decision not to install or remove, a traffic control device. The TAB shall base a decision to affirm, reverse or modify the decision of the City Manager upon the standards contained in the Oregon Manual on Uniform Traffic Control Devices for Streets and Highways (MUTCD). The TAB shall adopt findings explaining its decision.

Any action of the City Manager or the TAB may be reviewed by the Council on its own motion, at the request of the TAB, at the request of the Public Works Director or City Manager, or at the written request of ten or more citizens and/or business license holders or an association. An appeal shall be filed within fifteen days of the installation or removal of, or decision not to install or remove, a traffic control device. The Council shall base a decision to affirm, reverse or modify the decision of the TAB upon the standards contained in the Oregon Manual on Uniform Traffic Control Devices for Streets and Highways (MUTCD). The Council may affirm, reverse or modify a decision. Regulations duly adopted by the City Manager pursuant to LOC § 32.04.023 shall have the force of law until reversed or modified by Council.

Nothing in LOC Chapter 32 shall be deemed to derogate the authority of police and fire officers to regulate or direct traffic.

1. 
It shall be unlawful to violate any traffic regulation duly adopted by the Public Works Director or City Council. If the same offense is punishable under both state law and city code, the maximum penalty shall not exceed the maximum penalty provided under the comparable state law.
2. 
It shall be a defense to any charge of violation of regulations imposed pursuant to LOC §§ 32.04.021 to 32.04.027 that such regulation was not posted.
