Except as provided in subsection (2) of this section, City water service shall not be extended outside the City limits unless the property to be served is located within the Urban Service Boundary and cannot be annexed to the City. The owners of such property shall be required to sign a consent to annex as a condition of service.

City water service may be extended to property that is located both outside the City limits and outside the Urban Service Boundary if the City Manager determines that extension of water service to the property will facilitate the location, construction or acquisition of a facility necessary to promote public safety, and if the owners of the property consent in writing to the future annexation of the property to the City.

All meters, service lines, fittings, etc. required to connect a customer outside of the City limits shall be installed in the same manner as such services within the City limits. An applicant for the service shall pay the entire cost of such installation in advance.
4. 
The City may charge a differential water rate to users outside of the City limits. Any such differential rate shall be established pursuant to the utility rate resolution of the City Council.

The applicant for a fire hydrant to be located outside the City shall pay the entire cost for installation. The City shall approve and install such service. Absent written permission from the City, water from such fire hydrants shall only be used for fire prevention. The City may require a meter to be installed on any hydrant outside the City and charge the applicant for the cost of such installation.

Water for construction shall be obtained through the service connection for the building. If more water is needed, upon written request the City shall install and remove a temporary service and meter at the expense of the applicant. The applicant will be billed for such service at the normal rate.

Water pipes used as a part of a sprinkler system to be used only in case of fire shall be installed as follows:
1. 
The pipes must be disconnected from those used for other purposes.
2. 
A detector check meter shall be installed. If, in the City’s opinion, theft of water is or could become a problem, the City may require a water meter to be installed at the customer’s expense.
