The City shall maintain and enforce a uniform system of addressing throughout the City. For the purposes of this section, "addressing" means the uniform numbering of all separate residences, commercial structures, institutional structures and other inhabited structures for the purposes of mail delivery, prompt emergency services response, and the use and convenience of the general public. The City Manager may vary from the system from time to time in the interests of convenience, public safety and consistency with neighboring jurisdictions, but the system shall be based on the following guidelines:

The baseline street for the numbering system shall be North Shore Road.
2. 
State Street shall be the only street to have a directional prefix. That portion of the street north of North Shore Road shall be designated North State Street and the area south of North Shore Road shall be designated South State Street.
3. 
The numbering system shall begin and continue in consecutive hundreds. The distance between each number shall be approximately 8 to 15 feet, depending on the location in the City.

The City Manager shall assign an address number to each existing and proposed structure pursuant to the addressing system established in LOC § 45.17.005. Alteration of an assigned number or retention of an improper number shall be a violation of this Section.

The owner or owners of each structure assigned an address pursuant to LOC Article 45.17 shall place and maintain the address number on the door, the door frame, the main entrance to the building, or in any other logical location readily visible from the street most parallel to the entrance. The Building Official, the City Engineer or the Fire Marshal may require lettering in a specific or different location if one or more of these officials believe that relocation is necessary to make the numbers readily visible from the street. Failure to place or maintain address numbers as required by this section shall be a violation of the Lake Oswego Building Code.

The numbers may be made of or painted with any material, so long as numbers are readily visible from the street.
3. 
The numbers on structures constructed after October 31, 1996 shall be at least six inches tall. The Building Official, the City Engineer or the Fire Marshal may require larger lettering in a specific circumstance where necessary to make the numbers readily visible from the street. The numbers on structures existing as of the above-noted date shall be at least two inches tall. The City shall encourage the owners of such structures to replace such numbers with numbers at least six inches tall for the purpose of promoting public safety and encouraging quick emergency response times.
