The City shall maintain and enforce a uniform system of addressing throughout the City. For the purposes of this section, "addressing" means the uniform numbering of all separate residences, commercial structures, institutional structures and other inhabited structures for the purposes of mail delivery, prompt emergency services response, and the use and convenience of the general public. The City Manager may vary from the system from time to time in the interests of convenience, public safety and consistency with neighboring jurisdictions, but the system shall be based on the following guidelines:

The baseline street for the numbering system shall be North Shore Road.
2.
State Street shall be the only street to have a directional prefix. That portion of the street north of North Shore Road shall be designated North State Street and the area south of North Shore Road shall be designated South State Street.
3.
The numbering system shall begin and continue in consecutive hundreds. The distance between each number shall be approximately 8 to 15 feet, depending on the location in the City.
