There is established in the Police Department a traffic enforcement unit to be under the control of a police officer appointed by and directly responsible to the Chief of Police.

It shall be the duty of the traffic enforcement unit, with such aid as may be rendered by other members of the Police Department, to enforce the street traffic regulations of this City and all of the State vehicle laws applicable to street traffic in this City, to make arrests for traffic violations, to investigate traffic accidents and to cooperate with the Traffic Engineer and other officers of the City in the administration of traffic laws and in developing ways and means to improve traffic conditions, and to carry out those duties specially imposed upon said division by this chapter.

The Traffic Engineer shall exercise the powers and duties as provided in this chapter. he or she shall be responsible for all traffic engineering division functions in the Public Works Department.

(a) 
It shall be the general duty of the Traffic Engineer to determine the installation and proper timing and maintenance of traffic-control devices and signals, to conduct engineering analysis of traffic accidents and to devise remedial measures, to conduct engineering and traffic surveys of traffic conditions and to cooperate with other City officials in the development of ways and means to improve traffic conditions, and to carry out the powers and duties imposed by the laws of this City.
(b) 
Whenever the Traffic Engineer is required or authorized to place or maintain official traffic-control devices or signals, he or she may cause such devices or signals to be placed or maintained.
(c) 
Whenever, by the provisions of this chapter, a power is granted to the Traffic Engineer or a duty imposed upon him or her, the power may be exercised or the duty performed by a person authorized by him or her.

Whenever the accidents at any particular location become numerous, the traffic enforcement unit shall cooperate with the Traffic Engineer in conducting studies of such accidents and determining remedial measures.

The traffic enforcement unit and/or the traffic engineering division shall maintain a suitable system of filing traffic accident reports. Such reports shall be available for the use and information of the supervising officer of the traffic enforcement unit and the Traffic Engineer.

The traffic enforcement unit and traffic engineering division shall jointly submit an annual traffic report to the City Manager. Such a report shall contain information on traffic matters as follows:
(a) 
The number of traffic accidents, the number of persons killed, the number of persons injured, and other pertinent traffic accident data;
(b) 
The number of traffic accidents investigated and other pertinent data of the safety activities of the police;
(c) 
The plans and recommendations of the traffic enforcement unit and the traffic engineering division of future traffic safety activities.

(a) 
The Traffic Engineer may test traffic-control devices under actual conditions of traffic.
(b) 
The Chief of Police may authorize the temporary placing of official traffic-control devices when required by an emergency. The Chief of Police shall notify the Traffic Engineer of his or her action as soon thereafter as is practicable.

(a) 
The City Council may establish an advisory Traffic Committee to serve without compensation, consisting of the City Engineer or designee, the Chief of Police or designee, the Community Development Director or designee, who shall be the chairperson, one councilperson, and three members-at-large that reside within the City limits to be appointed by the City Council.
(b) 
The Streets Supervisor and one youth representative shall serve in an ex-officio capacity.
(c) 
Members-at-large and the youth representative shall serve at the pleasure of the City Council. Vacancies shall be filled in the manner established by resolution for appointments.

(a) 
The three citizens shall be appointed by the City Council to a term of two years each.
(b) 
The councilperson shall be designated by the City Council to a one year term. A councilperson may serve as many consecutive terms as the City Council desires but shall be designated on an annual basis.
(c) 
The terms of the City Engineer, the Police Chief, and the Community Development Director and the Street Supervisor shall be for the duration of, and concurrent with their respective service in office.
(d) 
The ex-officio youth representative shall be appointed to a term of one year.

(a) 
It shall be the duty of the Traffic Committee to recommend to Council or to the City Manager a means for improving traffic or safety conditions through appropriate signing, pavement marking, parking changes or other related methods. The committee shall study related matters as requested by Council and suggest the most practicable means for coordinating the activities of all officers and agencies of this City having authority with respect to the administration and enforcement of traffic regulations.
(b) 
The committee shall meet as necessary at a convenient time and place designated by the committee.
(c) 
The Chairman shall appoint one member to serve as secretary to record all official actions or recommendations.
(d) 
Matters shall be decided by a majority vote of those members present. Four members shall constitute a quorum.
(e) 
The committee shall not attempt to usurp the powers of elected or appointed officials designated by ordinance to protect the health, safety and welfare of the general public.
