The Health Officer and authorized deputies shall have the authority
to issue citations for violations of this code and state law pursuant
to the procedures set forth in Chapter 1-4 of this Code.

If any person, firm, association or corporation commences, conducts
or carries on any business, exhibition, occupation or activity mentioned
in this title without first paying the appropriate fee and/or penalty,
and obtaining the permit as required by this title for conducting
or carrying on the business, exhibition, occupation or activity, an
action may be commenced and prosecuted by the County against such
person, firm, association or corporation for the collection of the
fee and any penalty amount due and owing. The court may, in addition
to the amount due the City for such fee penalty and court costs, award
a penalty not to exceed Five Hundred and no/100ths ($500.00) Dollars
to the City. In the case of a recovery by the City in the action provided
for in this section, the sum of the judgment shall be paid to the
City, who shall deposit such amount into the general fund.
