Upon incorporation, the city of Buellton adopted the Santa Barbara County Code, including Chapter 23 pertaining to motor vehicles and traffic.

A. 
No person who owns or has possession, custody or control of any vehicle shall park such vehicle upon any highway, street or alley for more than a period of 72 consecutive hours.
B. 
This section shall be considered violated if:
1. 
At the end of the 72 hour period the vehicle is parked or left standing in the same place as it was in the beginning of such period and physical markings or other facts which indicate that the vehicle has not been moved; or
2. 
If at the end of the 72 hour period the vehicle has not been moved more than two-tenths of a mile. The determination of whether the vehicle has been moved more than two-tenths of a mile shall be based on physical markings, odometer readings or other facts.

A. 
The owner or operator of any motor vehicle exercising the privilege of parking a vehicle on any highway, street or alley, or portion thereof where regulations are in effect restricting the length of time vehicles may be parked on a street or portion thereof does so on the condition that the police officers of the city may place chalk or other removable marks on the tire of the vehicle for the purpose of enforcing such parking regulations.
B. 
It is unlawful for any person to erase, rub out, conceal or otherwise remove, any chalk or other mark so placed by a police officer while the marked vehicle remains parked on the street or portion thereof. For the purpose of this section, the movement of a previously marked vehicle in such a manner as to cause the tire marking to be concealed or removed, and without leaving the parking space where such vehicle was parked when its tires were previously marked shall be deemed to be an erasure or removal of such chalk or other marking.

A. 
It is hereby determined upon the basis of engineering and traffic surveys that the speeds permitted by state law upon the streets hereafter designated in this section are greater or less than is reasonable or safe under the conditions found to exist upon such street and it is hereby declared that the prima facie speed limits shall be as designated in this section, effective when signs are erected giving notice thereof, pursuant to the applicable provisions of the California Vehicle Code. The penalty for a violation of this section shall be an infraction as provided in Chapter 1.28 of this code.
B. 
Avenue of Flags, between the northernmost point to Highway 246, 35 miles per hour.
C. 
Second Street, between Avenue of Flags and Riverview Drive, 25 miles per hour, except in those areas with a reduced speed adjacent to school pursuant to the provisions of the California Vehicle Code.
