A.
Disconnection for Nonpayment. Service may be discontinued for nonpayment of statements on or after the twentieth day of the month following the month during which the statement was sent. At least five days prior to such discontinuance, the customer will be sent a final notice informing him or her that discontinuance will be enforced if payment is not made within the time specified in the notice. The failure of the city to send or any such person to receive said notice shall not affect the city's power hereunder. A customer's water service may be discontinued if water service furnished at a previous location is not paid for within the time herein fixed for the payment of statements. If a customer received water service at more than one location and the bill for service at any one location is not paid within the time provided for payment, water service at all locations may be turned off. Domestic service, however, will not be turned off for nonpayment of statements for other classes of service.
B.
Reconnection Charge. A reconnection charge as established by resolution of the council, plus applicable penalties shall be imposed and collected prior to renewal of water service following discontinuance of service for nonpayment of city fees and charges. A charge, in the amount to be determined by resolution of the council, shall be imposed for checks returned by the bank for any reasons, however, an amount equal to the reconnection charge will be imposed for returned checks given to avoid discontinuance of service, with service again discontinued pending payment of all outstanding charges.
C.
Unsafe Apparatus. Water services may be refused or discontinued to any premises where apparatus or appliances are in use which might endanger or disturb the service to other customers.
D.
Cross-Connections. Water service may be refused or discontinued to any premises where there exists a cross-connection in violation of state or federal laws.
E.
Fraud or Abuse. Service may be discontinued if necessary to protect the city against fraud or abuse.
F.
Noncompliance with Regulations. Service may be discontinued for noncompliance with this code or any other regulation related to the water service.
G.
Upon Vacating Premises. Customers desiring to discontinue service should so notify the city two days prior to vacating the premises. Unless discontinuance of service is ordered, the customer shall be liable for charges whether or not water is used.
H.
Short Term Disconnection. Upon notification to the city short term disconnection will be made where the time involved comprises multiples of the minimum billing period.
I.
Voluntary Destruction, Demolition, or Removal of Connected Structures. The voluntary destruction, demolition, or removal of any structure served by an existing connection to the city water system shall constitute the abandonment and termination of said connection. Subsequent to the voluntary destruction or removal of such structure, there shall be imposed and collected the charges and fees specified in other chapters of this title prior to the connection to the city water system of any new or replacement structure.
