A.
Purpose. In order to promote the public health, safety and welfare by providing adequate potable water for the citizens of the city, the city must maintain certain facilities and services. The policy of the city is that the cost of providing water service should be borne by the customers who benefit from the service. In establishing water sales and meter fees it is the intent of the city that the fees be set at a level that covers the cost of providing the service, including without limitation, the cost of the water, as well as the costs to operate and maintain the water system.
B.
Water Sales and Meter Fees Established. Water sales and meter fees are established to cover the reasonable cost of providing water to the residents of the city, including without limitation the costs of water obtained from the State Water Project and city wells, as well as the costs of operating and maintaining the system which provides water service to the city and its residents.
C.
Water Sales and Meter Fees to be Established by Resolution.

The council shall set by resolution the specific amount of the fees to be charged for water sales and meter fees which shall be in reasonable relation to the cost of providing water and delivery thereof to the residents of the city.

The council shall, at least once every five years, review the water sales and meter fees to determine whether they accurately reflect the then current and anticipated cost of providing water service and may, by resolution, adjust the fees to an amount which bears a reasonable relationship to the then-current and anticipated cost of providing water service to the residents of the city.
D.
Limitation as to the Use of Water Sales and Meter Fees. Water sales and meter fees established in this chapter, as set from time to time by resolution of the council, shall not be used for any purpose not related to the provision of water to the residents of the city.
