There is hereby established a Transportation Advisory Commission consisting of nine members appointed for four-year terms, except that the initial appointments shall be made so that the terms of not more than three members expire in any given year.
A.
No more than eight members but no less than the majority must be Molalla city residents. Two members of the commission shall be owners of a business or property within the City (not necessarily residents of the City of Molalla), and one member shall be a resident of the area outside Molalla.
B.
The members of the Commission shall elect from among their members a chair, a vice-chair, and a secretary, such officers to serve for one year.
C.
The Commission shall meet as deemed necessary and shall conduct proceedings in accordance with Roberts Rules of Order.
D.
Commission meetings shall be publicly noticed and be in conformance with Oregon's open meetings requirements.
E.
Summary minutes of Commission proceedings shall be recorded and retained in conformance with Oregon's public records requirements. Minutes of proceedings shall be submitted to the City Council for information.
F.
In January of each year the Commission shall submit a report on its activities to the City Council.
G.
Members of the Commission shall receive no compensation.
