A.
No person other than an authorized peace officer acting within the course and scope of his or her duties may fire or discharge a gun or other weapon, including spring or air-activated pellet or BB guns, or weapon which propels a projectile by use of gunpowder or other jet, explosive or rocket propulsion.
B.
The provisions of this section shall not be construed to prohibit the firing or discharging of a weapon by any person in the defense or protection of his or her property, person or family, or at a firing range authorized and approved by the Chief of Police.
C.
Firearms loaded only with black powder blank rounds may be discharged within the city limits only within the Buckeroo Rodeo grounds for mounted cowboy shooting practices or competitions between the hours of 9:00 a.m. and 8:00 p.m. or until dusk, as determined by the City Manager, on such dates as may be approved by the City Manager.
D.
The number of dates during which mounted cowboy shooting practices or competitions may be permitted shall not exceed 15 days per year.
E.
Firearms loaded only with blank rounds may be discharged within the city limits for military and law enforcement funerals and memorial services only when fired by a military or law enforcement officer or rifle squad and the number of volleys may not exceed 21 total rounds.
