As used in this chapter, the following terms shall have the meanings indicated:
BUILDING
Any structure used or intended to be used as a dwelling or place of business or industry and shall include any public building or any structure built as a place of worship.
The Board of Commissioners hereby endorses a numbering system for all of Colebrookdale Township and assigns numbers to all lots and buildings located in the Township. The 911 program for rapid dispatch of emergency aid (fire, police, ambulance, etc.) makes it imperative that effective building numbers exist in all municipalities.
A notice of the number assigned to such building and/or lot will be sent to the owner, trustee, lessee, agent, or occupant directing that such number be affixed to the building or elsewhere upon the property in the manner prescribed by this chapter within 30 days of the notice. Any person who disregards or fails to comply with this notice, within the time limit stated herein, shall be guilty of a violation of this chapter.

The numbers shall be of paint, metal, vinyl, or enamel, and at least four inches in height with a minimum stroke width of 0.5 inch. The color of the numbers must be in contrast to the immediate background. Numbers shall be Arabic numerals or alphabet letters, and shall be placed so as to be in full view from the opposite side of the street, as follows:
A. 
For those houses, buildings, or structures 50 feet or less from the road, the numbers shall be placed on the mailbox and in a conspicuous place horizontally on or near the front door.
B. 
For those houses, buildings, or structures more than 50 feet from the road, the numbers, as described above, shall be placed on the mailbox and on a permanent, standard base or support at the entrance of each driveway (specifically, at the entrance of each branch/fork driveway) serving such house, building or structure.
C. 
It shall be unlawful to cover any street number with any sign, drapery, or other obstruction tending to conceal such number, and all old numbers shall be removed from any house, building, mailbox, or other structure when a new number has been assigned and when so directed by the Township Code Enforcement Officer.
Any person, partnership, or corporation which violates any provision of this chapter shall upon being found liable therefore in a civil action, shall pay a fine of not more than $600 plus all court costs. Each day that a violation continues shall constitute a separate violation, unless the Magisterial District Judge hearing the case determines that there was good faith belief that there was no such violation. All fines and costs shall be paid over to the Township of Colebrookdale.
All ordinances or parts of ordinances which are inconsistent herewith are hereby repealed.
If any sentence, clause, section, or part of this chapter is for any reason found to be unconstitutional, illegal, or invalid, such unconstitutionality, illegality, or invalidity shall not affect or impair any of the remaining provisions, sentences, clauses, sections or parts of this chapter, and the remaining provisions of this chapter are intended to and shall remain in full force and effect.
