Primary Nominating Elections shall be called by ordinance adopted not later than September 1 of an odd-numbered ear. The Primary Nominating Election shall be held on an established election date as defined in the Elections Code of the State of California as the same now exists or may hereafter be amended for the purpose of nominating not more than two candidates for each of the elective offices in which vacancies have occurred since the preceding general municipal election, and for such other purposes as may be provided by Charter or ordinance. The primary nominating election may be consolidated with the election of the Compton Unified School District. (Amended April 22, 1975; Amended November 7, 1978; Amended November 8, 2022)
General Municipal Elections shall be held in each even-numbered year concurrent with the statewide primary election for the purpose of electing officers of the City to fill the vacancies and expiring terms in the elective offices and for such other purpose as may be provided by Charter or Ordinance. To allow for the orderly transition to holding General Municipal Elections in even-numbered years the General Municipal Election that was previously scheduled for June 2023 shall be moved to the date of the statewide primary election in 2024.
Notwithstanding any other provision of this Section, the date of the General Municipal Election may be changed by ordinance adopted not later than December 1 of any odd-numbered year, if the date stated in the ordinance is not later than June 15th of the even-numbered year and will permit consolidation of the next election with that of another public entity. All other municipal elections, except the elections of members of Board of Education, that may be held by authority of this Charter, or of any law, shall be know as special municipal elections and shall be called by ordinance.
There is hereby reserved to the electors of the City the powers of the initiative, referendum and recall of municipal elective officers. The provisions of the Elections Code of the State of California as the same now exist or may hereafter be amended, governing the initiative, referendum and the recall of municipal officers shall apply to the use thereof in the City insofar as such provisions of the Elections Code are not in conflict with this Charter.
