The master plan of arterial highways, as adopted in the circulation element of the comprehensive general plan, consists of major, primary and secondary arterials as designated below:

Cerritos Avenue: West city limit to east city limit;
B. 
Chapman Avenue: West city limit to east city limit;
C. 
Dale Street: South city limit to north city limit;
D. 
Katella Avenue: Knott Avenue to Magnolia Avenue;
E. 
Knott Avenue: South city limit to north city limit;
F. 
Lampson Avenue: West city limit to east city limit;
G. 
Magnolia Avenue: South city limit to north city limit;
H. 
Orangewood Avenue: West city limit to east city limit;
I. 
Western Avenue: South city limit to north city limit.

All traffic entering streets and highways designated as arterials on the master plan of arterial highways from local streets shall stop before proceeding except at signal controlled intersections.

The city council is authorized to adopt changes to the posted speed limits upon receiving an engineering and traffic survey, in accordance with the California manual on uniform traffic control devices and report from the city engineer.

The city engineer shall review speed limits, make recommendations to the city council every five years, and update speed survey as necessary.

A. 
A truck route is a street the city designated as such in this code where commercial vehicles having a manufacturer's gross vehicle weight rating in excess of 10,000 pounds may be operated.
B. 
The following streets within the city are designated as truck routes:
1. 
Katella Avenue—West city limit to east city limit;
2. 
Beach Boulevard—South city limit to north city limit;
3. 
Garden Grove Boulevard—East city limit to west city limit;
4. 
Western Avenue—South city limit to Katella Avenue;
5. 
Knott Street—South city limit to Katella Avenue.
C. 
No person shall drive, operate or park, or cause to be driven, operated or parked, in the city any commercial vehicle having a manufacturer's gross vehicle weight rating in excess of 10,000 pounds except on a designated truck route.
