Before assuming the duties of his office, the director of finance shall execute and deliver to the city clerk the bond required of the city clerk. The penal sum of the bond shall be $20,000, and the premiums for such bond shall be a lawful charge against the general fund of the city.

The director of finance shall have the following powers and duties:
(a) 
To have charge of the administration of the financial affairs of the city under the direction of the city manager, and to be head of the finance department of the city.
(b) 
To compile the budget expense and income estimates for the city manager.
(c) 
To maintain a general accounting system for the city government and each of its officers, departments and agencies.
(d) 
To supervise and be responsible for the disbursement of all money and have control of all expenditures, to insure that budget appropriations are not exceeded; to audit all purchase orders before issuance; to audit and approve before payment all bills, invoices, payrolls, demands or charges against the city government; and with the advice of the city attorney when necessary, to determine the regularity, legality and correctness of such claims, demands or charges.
(e) 
To see that all taxes, assessments, license fees and other revenues of the city or for whose collection the city is responsible, and all other money receivable by the city from the county, state or federal government, or from any court, office, department or agency of the city, are collected.
(f) 
To submit to the city council, through the city manager, a monthly statement of all receipts and disbursements in sufficient detail to show the exact financial condition of the city; and as to the end of each fiscal year, to submit a complete financial statement and report.
(g) 
To supervise the keeping of current inventories of all property of the city by all city departments, offices and agencies.
(h) 
To perform the duties imposed upon the city clerk by article 1, chapter 4, part 2, division 3, title 4 of the Government Code of the state.
(i) 
To perform the financial and accounting duties imposed upon the city clerk by Government Code § 40802.
(j) 
To perform such other physical or related duties as may be required by the city manager, by resolution of the city council or by this Code or any other ordinance of the city.
(k) 
To perform the duties imposed by Government Code §§ 53891 through 53892.2, inclusive, as the officer in charge of the financial records of the city.
