The department of director of finance is created and established. The director of finance shall be appointed by the city manager and shall hold office for and during the pleasure of the city manager.

Before entering upon the duties of this department, the director of finance shall be bonded to assure the faithful and honest performance of his or her duties. The penal sum of the bond shall be in a reasonable amount as recommended by the city attorney and fixed by the city manager.

The director of finance shall have the following powers and duties:
A. 
To act in all cases to promote, secure and preserve the financial and property interests of the city;
B. 
To perform the duties imposed upon the city clerk by Government Code Sections 37200 through 37209 and Sections 40802 through 40805;
C. 
To perform the duties imposed upon the city treasurer by Government Code Sections 41000 through 41007;
D. 
To serve as chief fiscal officer of the city and to assist and advise the city manager and the city council in all matters pertaining to city finances;
E. 
To develop accounting policies, procedures and forms for bookkeeping and processing of claims and demands, expenditures, purchases, budget data, payroll, subventions, taxes and other fiscal matters;
F. 
To supervise all accounting functions, including payrolls, accounts receivable and payable, purchasing, billing and related accounting activities;
G. 
To supervise and control the administration of the approved city budget;
H. 
To advise and consult with the city manager regarding the preparation of revenue and expenditure estimates and the form and organization of the annual budget;
I. 
To coordinate and supervise the various municipal tax and revenue programs, including transient occupancy tax, business licenses, utility user fees and other fees, licenses and revenue;
J. 
To prepare financial statements and make studies and reports as required by law or as directed by the city manager or city council;
K. 
To administer, supervise and maintain a sound investment program for the city in accordance with legal requirements;
L. 
To supervise employees within the department of the director of finance;
M. 
To perform such additional duties as requested by the city manager or the city council and as directed by other city ordinances.
