The city traffic administrator, subject to the review and approval
of the traffic committee, is authorized to place official traffic-control
devices within or adjacent to intersections indicating the course
to be traveled by vehicles turning at such intersections, and such
course to be traveled as so indicated may conform to or be other than
as prescribed by law.

The city traffic administrator, subject to the review and approval
of the traffic committee, is authorized to determine those intersections
at which drivers of vehicles shall not make a right, left or U-turn,
and shall place proper signs at such intersections. The making of
such turns may be prohibited between certain hours of any day and
permitted at other hours, in which event the same shall be plainly
indicated on the signs, or they may be removed when such turns are
permitted.

The city traffic administrator, subject to the review and approval
of the traffic committee, is authorized to erect appropriate signs
prohibiting a right turn against a red or "Stop" signal at any intersection.

A. The
city traffic administrator may place markers, buttons or signs within,
or adjacent to, intersections, indicating the course to be traveled
by vehicles turning at such intersections.
B. When
authorized markers, buttons or other indications are placed within
an intersection indicating the course to be traveled by vehicles turning
thereat, no driver of a vehicle shall disobey the directions of such
indications.

Whenever the city traffic administrator finds that any hedge,
shrubbery or tree obstructs the view of any intersection or any traffic-control
device, the city traffic administrator may cause the hedge, shrubbery
or tree to be removed or trimmed to remove the obstruction.

The city traffic administrator, subject to the review of the
traffic committee, and approval of the city council, is authorized
to determine and designate one-way streets or alleys and shall place
and maintain official traffic-control devices giving notice thereof.
No such designation shall be effective unless such devices are in
place.

The city traffic administrator, subject to the review of the
traffic committee, and approval of the city council, is authorized
to determine and designate streets, parts of streets or specific lanes
thereon upon which vehicular traffic shall proceed in one direction
during one period and the opposite direction during another period
of the day, and shall place and maintain appropriate markings, signs,
barriers or other devices to give notice thereof. The city traffic
administrator may erect signs temporarily designating lanes to be
used by traffic moving in a particular direction, regardless of the
centerline of the roadway.

The city traffic administrator, subject to the review and approval
of the traffic committee, is authorized to erect and maintain stop
signs, yield signs or other official traffic-control devices to designate
through streets, intersections or other roadway junctions at which
vehicular traffic on one or more of the roadways should yield or stop
before entering the intersection or junction.

No driver shall enter an intersection or a marked crosswalk
unless there is sufficient space on the other side of the intersection
or crosswalk to accommodate the vehicle he or she is operating without
obstructing the passage of other vehicles or pedestrians, notwithstanding
the indication from a traffic-control signal to proceed.

A. No
driver of a vehicle shall follow any fire apparatus answering a fire
alarm, closer than five hundred feet, or park any vehicle within five
hundred feet of a fire, or operate or park any vehicle in such manner
as to interfere with any fire apparatus or line of fire hose when
in use at a fire, or when placed for use in response to a fire alarm.
B. No
streetcar or vehicle shall be driven over any unprotected hose of
the fire department when laid down on any street, private driveway
or streetcar track, to be used at any fire or alarm of fire without
the consent of the officials of the fire department in command.

No driver of a vehicle shall drive between the vehicles comprising
a funeral or other authorized procession while the vehicles are in
motion and when such vehicles are conspicuously designated as required
in this title. This provision does not apply at intersections where
traffic is controlled by traffic-control signals or police officers.

Each driver in a funeral or other procession shall drive as
near to the right-hand edge of the roadway as practicable and shall
follow the vehicle ahead as close as is practicable and safe.

No person riding upon any bicycle, coaster, roller skates or
any moving device shall attach him or herself to any streetcar or
moving vehicle upon any roadway.

The driver of a vehicle shall not drive within any sidewalk
area or any parkway, except at a permanent or temporary driveway.

No person shall ride or drive any animal, or any vehicle or
device, over or across any newly made pavement or freshly painted
marking in any street when a barrier or sign is in place warning persons
not to drive over or across such pavement or marking, or when a sign
is in place stating that the street or any portion thereof is closed.

No person shall drive any animal-drawn vehicle along any street
within a business or residence district, as defined by Sections 235
and 515 of the
Vehicle Code, respectively, at any time, except when
it is part of a parade held and conducted with a city permit.

No person shall board or alight from any railroad train or similar
vehicle while such train or similar vehicle is in motion.

No person shall ride any railroad train or similar vehicle or
upon any portion thereof not designed or intended for the use of passengers.
This provision does not apply to an employee engaged in the necessary
discharge of a duty, or to persons riding within truck bodies in space
intended for merchandise.

No person or agency shall operate any train in such a manner
as to prevent vehicular use of any roadway for a period of time in
excess of five consecutive minutes except:
A. When
necessary to comply with signals affecting the safety of the movement
of trains;
B. When
necessary to avoid striking any object or person on the track;
C. When
the train is in motion except while engaged in switching operations;
D. When
the train is disabled;
E. When
there is no vehicular traffic waiting to use the crossing; or
F. When
necessary to comply with a governmental safety regulation.
