The city traffic administrator, subject to the review and approval
of the traffic committee, is authorized to designate and maintain
bicycle facilities in the city.

A. The
city traffic administrator is authorized to erect signs on any public
sidewalk or roadway regulating the riding of bicycles thereon.
B. With
the exception of peace officers, as defined in
Penal Code Section
830, who are on duty and who are acting within the course and scope
of their employment, no person shall ride a bicycle on a sidewalk
within a business district.
C. Whenever
any person is riding a bicycle upon a sidewalk, such person shall
yield the right-of-way to any pedestrian.
