It is the purpose of this article to provide for the recovery of costs from users of the wastewater collection system for the implementation of the programs established in this chapter. Except as provided in Section 13.09.190, all users shall pay to the city a monthly sewer service charge as established from time to time by the city council.
Users of the SRCSD sewer system shall pay, in addition to city fees and charges, sewer use charges and fees in accordance with the SRCSD Consolidated Ordinance. Sewer rates, fees, and billing information can be found at www.srcsd.com.

In addition to the monthly sewer service charge, the city may, from time to time, adopt charges and fees to recoup the cost of administering this chapter. These fees may include:
A. 
Monthly service fees for reimbursement of the cost of setting up and operating the programs established by this chapter;
B. 
Fees for monitoring, inspections and surveillance procedures, including the cost of collection and analysis of a user's discharge, and reviewing monitoring reports submitted by users;
C. 
Fees for reviewing spill and slug control plans and construction of facilities, and responding to spill or slug discharge incidents;
D. 
Fees for filing appeals;
E. 
Fees for permit applications, including the cost of processing such applications;
F. 
Fees for the cost of stenographic recordation of testimony and preparation of transcripts in any proceeding taken under this chapter;
G. 
Fees for consistent removal (by the city) of pollutants otherwise subject to pretreatment standards; or
H. 
Other fees as the city may deem necessary to carry out the requirements contained in this chapter.

Fees and charges for the administration and enforcement of this chapter shall be established by the city council by resolution and posted in the Book of City Imposts.
