There is created an airport commission for the city. It shall consist of 11 members, serving without compensation, and, except as provided in Section 2.20.020 of this chapter, appointed in the manner and for the terms prescribed in Sections 2.04.060 and 2.06.010, respectively, of this code, except that the terms of the members first appointed to the commission shall be set by lot, with three members serving for one year after the effective date of their appointment, four other members serving for two years after the effective date of their appointment, and the four remaining members serving for three years after the effective date of their appointment. Thereafter, all terms shall be for three years and shall expire three years after the effective date of the appointment; provided, however, that the term of an appointment made to fill an unexpired term shall be for the unexpired balance of such term.

A. 
Five members of the initial membership of the commission shall be appointed by the city council from the current active membership of the Moreno Valley business airpark committee. Members appointed pursuant to this provision need not be residents of the city during the initial term to which appointed, but must thereafter be qualified for appointment or reappointment under Section 2.06.010(C) of this code.

A. 
The airport commission shall have the general power and duty to act in an advisory capacity to the city council in all matters pertaining to the administration, operation, development, improvement and maintenance of airports and heliports within the city.
B. 
In addition to the foregoing general power and duty, the airport commission shall have the following particular powers and duties:
1. 
Determine the city's needs in respect to airports and heliports;
2. 
Consider by way of initial jurisdiction matters pertaining to airport operation, acquisition and use of lands for airport purposes;
3. 
Study, consider and develop long range plans for ultimate development of the Moreno Valley Airport, giving due regard to any master plan adopted by the city, and to federal and state regulations;
4. 
Ascertain the type of service to be rendered and keep abreast of developments in the aviation industry so as to be able to inform the city council on all pertinent matters concerning airports, airport law and aviation generally;
5. 
Study and recommend on matters relating to airport improvements, including methods of financing and lease arrangements;
6. 
Review and recommend on special permits and proposals and possible variances therefrom, as required;
7. 
Submit to the city council such plans as may seem desirable for the present and future operation of the Moreno Valley Airport;
8. 
At least once each year report activities to the city council and make information available to other commissions and officials of the city as required;
9. 
Coordinate planned activities with other agencies not under jurisdiction of the city;
10. 
Review annually, at the time indicated by the city manager, budgets and financial statements for the complete operation of the airport;
11. 
All reports of the commission shall be made to the city council through the office of the city manager;
12. 
Perform other related duties as directed by the city council.

Designation of a chairperson and vice-chairperson for the commission shall be governed by Section 2.06.020 of this code. The commission may establish such standing and temporary committees as it may deem expedient for the performance of its duties and the chairperson, with the consent of the commission, may fix and appoint the membership of such committees. The city manager may appoint a secretary and other staff for the commission and provide such compensation for their services as may be authorized by the city council in the city budget.

The commission shall hold one or more regular monthly meetings and designate the times, dates and places therefor. Special meetings may be called by the chairperson or by a majority of the commission, provided that notice of such special meetings is given to each member of the commission at least 48 hours prior to the time of the meeting. A majority of the total authorized membership of the commission shall constitute a quorum for the conduct of business. The commission shall adopt rules for the transaction of its business. The commission shall keep a public record of its actions. Promptly after approval thereof by the commission, minutes of commission meetings shall be filed with the city clerk.
