A. 
Excluding those offices which must remain open for the continuation of essential public services such as police and fire protection, the public offices of the city shall be closed on Saturdays and Sundays, and on those holidays enumerated in Section 6700 et seq. of the Government Code of the state, except for the following:
1. 
A day shall not be observed as a holiday because of the fact alone that an election is held throughout the state; and
2. 
A day appointed by the president or governor for a public fast or holiday unless authorized by the city manager.
B. 
Other holidays, including but not limited to those excepted or not authorized above, may be designated by resolution or ordinance of the city council.
C. 
Notwithstanding the foregoing provisions of this section, the city manager shall be authorized, by administrative regulation or otherwise, to direct that all or a portion of the public offices of the city shall remain open for business, on a full or reduced staff basis, on any of the days or holidays prescribed above, when he or she determines it to be necessary in the public interest so to do.
