The office of the city traffic engineer is established. The
city manager shall serve as city traffic engineer or shall appoint
the person to so act, who shall exercise the powers and duties with
respect to traffic as provided in this title.

It shall be the general duty of the city traffic engineer to
determine the installation and proper timing and maintenance of traffic-control
devices and signals, to conduct engineering analyses of traffic accidents,
and to devise remedial measures; to conduct engineering and traffic
investigations of traffic conditions and to cooperate with other city
officials in the development of ways and means to improve traffic
conditions; and to carry out the additional powers and duties imposed
by the ordinances of this city.

A. To
the same extent in which the city council could act, the city traffic
engineer shall have the independent authority and power to establish
and implement the following parking and turning restrictions, street
closures, and issuance of temporary parking permits:
1. No
parking and no stopping zones on any public street or alley within
the city for a distance not to exceed 250 feet from a curb return
and for a distance not to exceed 50 feet adjacent to a driveway;
2. Turn
restrictions at intersections and driveways;
3. Temporary
partial street closures, not to exceed 30 days;
4. Temporary
full street closures under the following conditions:
a. The full street closure shall be in effect for a period not to exceed
24 hours,
b. The street section being closed shall have an average daily traffic
(ADT) volume of less than 20,000 cars, and
c. With written approval of the public works director/city engineer;
5. Loading
and unloading zones;
6. Limited
time parking zones;
7. Permit
parking areas in residential and commercial zones, and only subject
to a public hearing before the traffic safety commission. In addition,
a clearly legible copy of such notice shall be posted in the area
affected by a proposal to establish a permit parking area. Notices
shall be posted on each affected street, not more than 300 feet apart
and not less than three in number total. Per the California Vehicle
Code Section 22507, the decision to implement permit parking on certain
streets shall be ratified by city council resolution; and
8. Under
certain conditions, issue permits for temporary parking within designated
no parking zones upon written approval of the public works director/city
engineer.
B. Applications
for, and the permits issued pursuant to, this section shall be in
a form prepared and approved by the traffic engineer.
C. The
fees for permits issued pursuant to this section shall be as established
by resolution of the city council.
D. Any decision of the city traffic engineer made pursuant to the authority granted by this section is subject to appeal to the city council in accordance with the provisions of Sections
2.04.100 through
2.04.130 of this code.
