The city does not intend by this chapter to regulate, or to attempt to regulate traffic or parking on any federal or state highway.

Whenever a street or portion of a street has been established as a truck route pursuant to this chapter, the city traffic engineer shall erect appropriate signs designating the affected street or portion thereof. Such signs shall read "TRUCK ROUTE" in letters not less than four inches in height and shall be erected at all truck route entrances to the city, at all intersections of truck routes within the city, and at such other places as the city traffic engineer may deem necessary for proper enforcement of this chapter.

A. 
Whenever any truck route has been duly established pursuant to this chapter and so designated by appropriate signs, the operation of any vehicle exceeding a maximum gross weight limit of three tons shall drive on such route or routes and none other.
B. 
When the truck route established pursuant to this chapter for Heacock Street and Reche Vista Road northerly of Ironwood Avenue to the northerly city limits has been so designated by appropriate signs, the operation thereon of any vehicle which exceeds a maximum gross weight limit of 12 tons or which has more than three axles shall be unlawful.
C. 
Nothing in this section shall prohibit the operator of any vehicle exceeding the various maximum gross weights established by this section coming from a truck route established hereunder from having ingress and egress by direct route to and from restricted streets when necessary for the purpose of making pickups or deliveries of goods, wares or merchandise from or to any building or structure located on such restricted streets or for the purpose of delivering materials to be used in the actual and bona fide repair, alteration, remodeling or construction of any building or structure upon such restricted streets for which a building permit has previously been obtained therefor, nor shall this section prohibit an operator from proceeding by direct route to or from a legal parking place pursuant to a valid permit obtained under Chapter 12.38 of this code.

The provisions of Sections 12.36.050 shall not apply to the following vehicles:
A. 
Passenger buses belonging to a governmental agency or authority or under the jurisdiction of the California Public Utilities Commission; or
B. 
Any vehicle owned by a public utility while necessarily in use in the construction, installation or repair of any public utility; or
C. 
Any vehicle delivering street construction materials for street construction or repairs.

Whenever this or any other ordinance of the city council designates and describes any street or portion thereof as a street the use of which is prohibited to any commercial vehicle, the city traffic engineer shall erect and maintain appropriate signs on those streets affected by such ordinance.
As used in this section, a commercial vehicle is a vehicle of a type required to be registered under the California Vehicle Code, and which is used or maintained for the transportation of persons or property for hire for compensation.
