For the purpose of establishing a permanent benchmark from which the base of vertical distances in the City can be readily ascertained and determined, the top of the present curb, marked by a cross in the center of the curb return connecting the west curb line of "H" Street and the north curb line of Ocean Avenue, the elevation of such point being 98 and 3/100 feet above sea level, such elevation established from benchmarks established by the United States Geological Survey, is fixed and established and declared to be the datum plane from which all vertical distances shall be taken in grading and determining elevations of streets, avenues, pavements, sidewalks, curbs, gutters, sewers, structures or construction works of any nature in the City where any elevation of grade is required.
